Freedom to Roam

The Freedom to Roam is a reality - from Monday 31 October 2005. Access land in England and Wales is open to walkers. The rights of access apply to mapped areas of mountain, moorland, downland and heathland across England and Wales and give the public the chance to legally explore away from the beaten track.

Countryside Stewardship Scheme

Access is granted, sometimes for a certain number of years, under the Countryside Stewardship Scheme. There are 45 such sites in Hertfordshire. They are not always shown on maps but there is a notice board on site. Go to www.defra.gov.uk for a database of Conservation Walks and Rides.

Possible adverse effect of the law

All pre-1949 paths which are not recorded on a definitive map and statement by 2025 will be expunged.  Potentially there are hundreds of country paths which must be claimed and then processed by the county council.  Claims will be needed to be researched; volunteers, ideally with experience of local history investigation, are needed.
